这是英语中的一种句子结构,英语中句子只有三种结构,第一种是主系表（it is red）,第二种是there be,表示哪里有什么；第三种是主谓宾（最常见,I kick the ball）.
在这里,你举的两个都是there be结构的开始,be的人称变化（is am are）是与后文中名词有关系的,如果后文是名词单数,或者不可数名词,都用is,相当于主系表结构中,主语是单数或者不可数名词.若后文是名词复数表示多个东西,就要用are,和主系表结构系词变化是一样的.
there be 结构的否定形式是be+not
比如：there is an apple on the table.(桌上有一个苹果）
there is not an apple on the table.(可将is not 缩写成isn't)（桌上没有一个苹果）
there are two apples on the table..(桌上有两个苹果）

都是没有的意思，前者后面接复数形式，后者接单数形式
或者根据提问的单复数形式作答。

都表示没有。表示不存在某物品，某事物。前者表示名词复数形式的没有，后者表示名词单数形式的没有。比如说Are there any photos on the desk?,No,there arent. Is there a photo on the desk? No,there isnt.至于有些名词单复数同形，则不用变形了。
